For windows 2008, we need to disable generation of 8.3 names on all NTFS volumes for filestream
and disable last file access time tracking in NTFS.

As I read Microsoft's guide, it is not a requirement. It is best practice in regards to performance.
They (Microsoft) writes "consider the following guidelines: ...."
