Can Sql reporting services 2008r2 run on sql reporting services 2017 standard if upgrade reporting services to MSQL 2017 reporting services . The database reside on SQL 2008r2?

Yes this is Production Server.

It appears that there is a direct upgrade path from SSRS 2008R2 to SSRS 2017. But - it will depend on the mode and Edition.
