In our case our Developers have read access to Production anyway, so why should we scrubb our Development Database's Personal (PII) information?

You can come up with all kinds of reasons to limit the where personal information is stored, reducing the surface area being one. You have more to worry about than your developers - the bad guys out there in the world are probably more dangerous than your developers.
