Trying to figure out how to convert these date time, looks like it is in seconds but trying to figure out the start date is the difficulty. Coming from mosaiq database 6246593

It could be anything - seconds, or minutes, or some other method they have used to represent dates. I am not familair with Mosaiq database, so I am not able to comment on what it might be. I checked to see if it is epoch time and my guess is that it is not.
Are you able to consult any business users of the software/database to get an idea of what those dates should be? At least a rough idea?
If you know what the actual Date & Time a handful of those numbers represents Some Bright Spark 
here will probably be able to work it out for you
