How to create a dba user

I just installed SQL Server Management Studio V18.12.1

When I try to install Configuration Manager from this page:

there is NO entry for the version of SSMS that I am running.

Also, note that SSMS is loaded onto my laptop, it is NOT running off a network server.
When I try to connect I get this message: TITLE: Connect to Server ------------------------------ Cannot connect to MSI. ------------------------------ ADDITIONAL INFORMATION: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server) (Microsoft SQL Server, Error: 2) ------------------------------ The system cannot find the file specified ------------------------------ BUTTONS: OK ------------------------------ That is why I think I need to run Configuration Manager.

Also, if you don't have a local instance of SQL Server installed on your laptop, then you will need to connect SSMS to an instance that resides on the network.

We have a few unanswered questions here before we can help.

Forget it, I solved my problem with assistance from someone that is knowledgeable about SQL Server.
