How can I get Result in the form of matrix?

Hi ,
I want to display my risk_rating table data based on risk_liklihood and risk_impact as matrix form.
For example, If Risk_likelihood value is "Almost Certain" and Risk_Imapct value is "Minor-2" then Risk_rating should be "High" .And for more description, I am attaching problem image with data.
