A GUI interface for users can be just about anything. A .NET program, ACCESS as a front end, or other programming language. There just needs to be a connection to the database.

If you're asking about client tool to access sqlserver instance, it comes by default with SQL server installation and is called SQL Server Management Studio (SSMS).
