Failed on installing Failover Cluster

Hello everyone,

I Have SQL Server 2017 Developer edition, Windows 10, and I'm trying to installing Failover Cluster.
I Enter to SQL "Server installation center", and Choose: "New SQL Server failover cluster installation".

I'm continues with The Wizard Guide, and then he failed on this Rules:

Failover cluster is a windows server based feature,you cannot use it on a non-server operating system.
Firstly you need to build a windows server cluster and then install SQL server on top of it.
