Configuring the Witness for BASIC Availability Groups for AlwaysOn

I'm configuring 2016 AlwaysOn with Basic Availability Groups. 2 Windows servers, each with a 2016 instance.
For the Quorum Witness, you have 2 options:

  1. Use a shared drive (would this be on 1 of the 2 SQL Servers?)... or
  2. A file share with a UNC path, possible on a Domain Controller which has 99.99 percent up-time.
    Which is the easier to set up yet enables the witness to work reliably?
