Is it possible to programmatically install the OBDC driver, automatically, on user's PC's without having to access each PC individually?

Unless you create an OS image that has the drivers included, and only install that image on your PCs, I can't think of any way. Windows has administrative policies for installing software across a domain, I don't know the specifics but it's not that difficult. As long as the PC has network access to the domain controller the software can be installed remotely.
u can try to push it via sccm, login script, group policy etc. AS @robert_volk said check with your sys admin
