2016 Mgmt Studio will not start due to failed upgrade

Hi experts, this is an old instance that may not have ran for a long while.
slq 2016 I believe. Event logs indicate a possible failed upgrade as the cause.

I WAS able to force the engine to start with this:
net start MSSQLSERVER /T902

The engine svc started. But When i run Mgmt Studio, it looks like it is opening then goes away. I just want to use SSMS to see more about what's on this instance and possibly fix the failed upgrade,

Looks like an issue with SSMS.
Can you try connecting to the SQL instance using sqlcmd.
